Mark Fallon

Mark Fallon, SES (Ret.), was a career Naval Criminal Investigative Service (NCIS) Special Agent, retiring from federal service in 2010 after more than three decades with NCIS, the U.S. Marshals Service and Department of Homeland Security. He has since built 16+ years of private sector experience, and is the Director of ClubFed, LLC.

He served as Assistant Director of the Federal Law Enforcement Training Center, NCIS Deputy Assistant Director for Counterterrorism, and Chief of Counterintelligence Operations for the Europe, Africa and Middle East Division. He led the NCIS task force investigating the USS Cole bombing and, following the September 11th attacks, was appointed Deputy Commander of the Pentagon's task force investigating al-Qaida terrorists for prosecution before Military Commissions.

Mark is a Strategic Advisor to iRecord, a leading provider of interview/interrogation room recording systems. He works with the Innocence Project on policy reforms advocating for police practices grounded in law, science, and ethics, and is a recognized expert in the tradecraft of effective interviewing.

He serves on a number of advisory councils and boards, including ETiCA Global and the Center for Ethics and the Rule of Law (CERL) at the University of Pennsylvania. He is Past-Chair of both the High-Value Detainee Interrogation Group (HIG) Research Committee and the International Association of Chiefs of Police (IACP) International Managers of Police Academy and College Training (IMPACT) Section, and is on the Steering Committee of the Méndez Principles on Effective Interviewing.

Mark's expertise has been sought by publishers, journalists, and filmmakers alike. He is an author, editor, writer and a contributor to numerous academic and mainstream publications, including Newsweek and The New York Times. As a subject matter expert and on-screen consultant, he has contributed to documentary films and television productions exploring national security, interrogation, and the ethics of modern warfare.
